To the President of the United States, the Senate Majority
Leader, the Speaker of the House of Representatives and the
members of the Oregon Congressional Delegation:
We, your memorialists, the Seventy-fifth Legislative Assembly
of the State of Oregon, in legislative session assembled,
respectfully represent as follows:
Whereas every person in the State of Oregon deserves to be safe
and secure; and
Whereas no one should be targeted for assault, intimidation or
harassment of any kind based on race, color, religion, sex,
sexual orientation, gender identity, national origin,
citizenship, marital status, age or disability; and
Whereas tourism is an important component of this state's
economy, local budgets and local economies; and
Whereas visitors to this state should feel safe while visiting
the state; and
Whereas on March 22, 2009, Samson Deal and Kevin Petterson, who
were visitors to this state, were attacked in Seaside in what is
being classified as a hate crime; and
Whereas attacks based on race, color, religion, national origin
or sexual orientation are against the laws of this state and are
offensive to the communities of this state; now, therefore,
Be It Resolved by the Legislative Assembly of the State of
Oregon:
That we, the members of the Seventy-fifth Legislative Assembly,
condemn acts of violence that are similar to the attacks on
Samson Deal and Kevin Petterson by being based on sexual
orientation, gender identity and other personal characteristics;
and be it further
Resolved, That we call on all public institutions to remain
vigilant against acts of hatred based on sexual orientation,
gender identity and other personal characteristics; and be it
further
Resolved, That we respectfully request the United States
Congress to pass, and the President of the United States to sign,
the Local Law Enforcement Hate Crimes Prevention Act (otherwise
known as the Matthew Shepard Act) or similar legislation that
aids state and local jurisdictions in investigating and
prosecuting bias-motivated, violent crimes based on race, color,
religion, national origin, gender, sexual orientation, gender
identity or disability; and be it further
Resolved, That a copy of this memorial shall be sent to the
President of the United States, to the Senate Majority Leader, to
the Speaker of the House of Representatives and to each member of
the Oregon Congressional Delegation.
