                             SUMMARY
 
The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.
 
  Expresses policy of state to improve broadband availability and
to encourage utilization of broadband applications for benefit of
Oregonians and Oregon communities.
 
                        JOINT RESOLUTION
  Whereas the Legislative Assembly has declared that it is the
goal of the State of Oregon to promote access to broadband
services for all Oregonians in order to improve the economy in
Oregon; and
  Whereas the Legislative Assembly has declared that it is the
policy of the State of Oregon to encourage and support the rapid
deployment of broadband telecommunications services in areas of
this state where broadband telecommunications services do not
exist, to support the redundancy of critical telecommunications
assets in order to ensure adequate homeland security protections
in this state and to ensure that a secure conduit is available
for emergency communications and public safety networks in all
Oregon communities; and
  Whereas it is the policy of the State of Oregon to promote,
facilitate and encourage activities, projects and businesses that
improve Oregon's Internet Protocol network infrastructure,
performance and connectivity to the Internet backbone network and
World Wide Web for the benefit of Oregon commercial, educational,
governmental and individual users; and
  Whereas the Legislative Assembly has found that the
improvement, expansion and new construction of the
telecommunications infrastructure of this state provides the
basic framework for continuing and expanding economic activity in
this state, thereby providing jobs and economic opportunity for
the people of Oregon; and
  Whereas broadband telecommunications networks and technologies
are emerging as an infrastructure necessary for the conduct of
commerce and communication and as necessary to establish and
maintain the global competitiveness of this state; now,
therefore,
Be It Resolved by the Legislative Assembly of the State of
  Oregon:
  That it is the policy of the State of Oregon to continue its
resolve and initiative to improve broadband availability and to
promote, facilitate and encourage utilization of broadband
applications for economic development, citizen access to
government, distance education, tele-health, tele-work and public
safety for the benefit of Oregonians and Oregon communities.
