SUMMARY

brief statement of the essential features of the measure.
Designates March 16, 2009, as SMART Reading Day and
commemorates work of Start Making A Reader Today program.
JOINT RESOLUTION
Whereas 84 percent of Oregon third-graders meet or exceed state
reading standards; and
Whereas children need to learn to read by the third grade in
order to read to learn; and
Whereas students who do not learn to read by the third grade
are more likely to struggle to read as adults, drop out of school
before graduating and be less successfully employed; and
Whereas the Start Making A Reader Today program, or SMART, was
founded in Oregon in 1992; and
Whereas SMART partners with hundreds of schools statewide to
provide literacy support to kindergarten through third grade
students; and
Whereas SMART plays a valued role in helping to raise the
literacy proficiency of Oregon children; and
Whereas SMART volunteers work with approximately 10,000
students each year; and
Whereas SMART volunteers read with students weekly during the
school year; and
Whereas these weekly reading sessions give children the
attention, self-confidence and skills to succeed; now, therefore,
Be It Resolved by the Legislative Assembly of the State of
Oregon:
That we, the members of the Seventy-fifth Legislative Assembly,
join in designating March 16, 2009, as SMART Reading Day and
commemorate the volunteers of the Start Making A Reader Today
program for the crucial work they do in ensuring that children
today succeed as readers in the future.
