  Establishes energy efficiency program within Housing and
Community Services Department. Specifies purposes   { - of

                        A BILL FOR AN ACT
Relating to energy efficiency in low income housing.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + The Housing and Community Services Department
shall establish a program for energy efficiency improvements in
the housing of people of low income and very low income, both as
defined in ORS 458.610. + }
  SECTION 2.  { + The Housing and Community Services Department
may disburse funds to carry out the provisions of section 1 of
this 2009 Act in the form of grants or loans for any of the
following purposes:
  (1) Efforts to advance energy efficiency that are initiated
prior to the construction of housing for people of low income and
very low income, including but not limited to building
assessments and integrated design processes;
  (2) Construction that encourages energy efficiency, on-site
energy generation or the use of materials and design that promote
environmental protection;
  (3) Energy efficiency programs that focus on weatherization for
the housing of people of low income and very low income;
  (4) Energy audits for the housing of people of low income and
very low income; and
  (5) Energy efficiency educational programs for consumers. + }
  SECTION 3.  { + The Housing and Community Services Department
may adopt rules necessary to implement sections 1 and 2 of this
2009 Act. + }
