                             AN ACT
 
 
Relating to Oregon Civics Day for Teachers; and declaring an
  emergency.
  Whereas studies show that most students lack a proficient
understanding of civics, including government, history, law and
democracy; and
  Whereas teachers' understanding of civics will help them
provide high-quality instruction in civics; now, therefore,
 
Be It Enacted by the People of the State of Oregon:
 
  SECTION 1.  { + (1) The first Friday in December is known as
the Oregon Civics Day for Teachers.
  (2) The purpose of the Oregon Civics Day for Teachers is to
give teachers the opportunity to learn about civics in Oregon for
the purpose of assisting them in providing high-quality
instruction in civics.
  (3) School districts are urged to encourage teachers to
participate in professional development opportunities that are
focused on civics and that are provided on the first Friday in
December. + }
  SECTION 2.  { + This 2009 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2009 Act takes effect July 1,
2009. + }
