Requires State Department of Fish and Wildlife to create and
develop Blue Ribbon Still Water Fisheries. Directs State Fish and
Wildlife Commission to adopt rules related to Blue Ribbon Still
Water Fisheries.
A BILL FOR AN ACT
Relating to Blue Ribbon Still Water Fisheries.
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + (1) To enhance Oregon's ability to provide
world-class angling opportunities, the State Department of Fish
and Wildlife shall establish and develop a class of fisheries to
be known as Blue Ribbon Still Water Fisheries.
(2) The department shall identify at least two bodies of water
that are accessible by car to be classified as Blue Ribbon Still
Water Fisheries.
(3) The State Fish and Wildlife Commission shall adopt rules to
implement this section, including but not limited to rules:
(a) Establishing a Blue Ribbon angling license and tag,
required for angling at Blue Ribbon Still Water Fisheries, that
are in addition to and not in lieu of the angling licenses and
tags required by ORS 497.121;
(b) Setting fees to be charged for the Blue Ribbon angling
license and tag;
(c) Establishing a limit of two fish per day, between 30 and 50
centimeters each, for each individual holding a Blue Ribbon
angling license and tag;
(d) Requiring that individuals angling in Blue Ribbon Still
Water Fisheries use only single point and barbless artificial
lures and flies;
(e) Requiring that individuals angling with bait in Blue Ribbon
Still Water Fisheries use only single nonoffset circle hooks;
(f) Providing for stocking Blue Ribbon Still Water Fisheries
with appropriate types and sizes of sport fish; and
(g) Promoting the catch and release of trophy sport fish in
order to ensure an exceptional angling experience at Blue Ribbon
Still Water Fisheries. + }

identify at least two bodies of water for classification as Blue
Ribbon Still Water Fisheries on or before December 1, 2010. + }
