                             SUMMARY
 
The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.
 
  Directs State Parks and Recreation Department to construct
velodromes in northern Willamette Valley, southern Willamette
Valley and southern Oregon.
  Limits biennial expenditures for velodrome construction from
lottery moneys allocated from Parks and Natural Resources Fund.
 
                        A BILL FOR AN ACT
Relating to velodromes; and limiting expenditures.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) The State Parks and Recreation Department
shall develop and execute a plan to construct a velodrome in
southern Oregon. In developing the plan, the department shall:
  (a) Consult with the Jackson County Parks Department, the City
of Central Point and the southern Oregon cycling community in
siting the velodrome; and
  (b) Develop, in conjunction with the southern Oregon cycling
community, a fundraising plan to raise funds in addition to the
amount allocated by the Legislative Assembly to support the
construction and maintenance of the velodrome.
  (2) The State Parks and Recreation Department shall develop and
execute a plan to construct a velodrome in the northern
Willamette Valley. In developing the plan, the department shall:
  (a) Consult with the Portland Bureau of Parks and Recreation,
the Portland Velodrome Committee and the northern Willamette
Valley cycling community in siting the velodrome; and
  (b) Develop, in conjunction with the Portland Velodrome
Committee and the northern Willamette Valley cycling community, a
fundraising plan to raise funds in addition to the amount
allocated by the Legislative Assembly to support the construction
and maintenance of the velodrome.
  (3) The State Parks and Recreation Department shall develop and
execute a plan to construct a velodrome in the southern
Willamette Valley. In developing the plan, the department shall:
  (a) Consult with the Lane County Parks Division, the City of
Eugene and the southern Willamette Valley cycling community in
siting the velodrome; and
  (b) Develop, in conjunction with the southern Willamette Valley
cycling community, a fundraising plan to raise funds in addition
to the amount allocated by the Legislative Assembly to support
the construction and maintenance of the velodrome.
 
  (4) The State Parks and Recreation Department may adopt rules
necessary to carry out the provisions of this section. + }
  SECTION 2.  { + Notwithstanding any other law limiting
expenditures, the amount of $3.5 million is established for the
biennium beginning July 1, 2009, as the maximum limit for the
payment of expenses from lottery moneys allocated from the Parks
and Natural Resources Fund to the State Parks and Recreation
Department for the purpose of constructing the recreation
facilities described in section 1 of this 2009 Act. + }
