                             SUMMARY
 
The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.
 
  Requires Department of Human Services to maintain records of
number of senior citizens and persons with disabilities who
receive home- and community-based care as alternative to nursing
home care. Requires department to identify costs or cost savings
of diverting senior citizens and persons with disabilities from
nursing home care. Requires department to report to each regular
session of Legislative Assembly on costs or cost savings
identified.
 
                        A BILL FOR AN ACT
Relating to in-home care.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) As used in this section, 'home- and
community-based care' includes:
  (a) Home- and community-based waivered services described in
ORS 414.710.
  (b) Home health services as defined in ORS 443.005.
  (c) In-home care services as defined in ORS 443.305.
  (d) Residential care in a residential care facility as defined
in ORS 443.400.
  (e) Residential care in an adult foster home as defined in ORS
443.705.
  (f) Services described in ORS 410.420 provided through Oregon
Project Independence.
  (2) The Department of Human Services shall maintain records of:
  (a) The number of senior citizens and persons with disabilities
who receive home- and community-based care, financed in whole or
in part by the department, as an alternative to care in a skilled
nursing facility or intermediate care facility; and
  (b) The costs or cost savings that accrue from providing home-
and community-based care to the individuals described in
paragraph (a) of this subsection as an alternative to care in a
skilled nursing facility or intermediate care facility.
  (3) The department shall report to the Legislative Assembly
during each regular session on the costs or cost savings
identified under subsection (2)(b) of this section for each home-
and community-based care program administered by the
