                             AN ACT
 
 
Relating to the Columbia River Crossing Project.
 
Be It Enacted by the People of the State of Oregon:
 
  SECTION 1.  { + The Department of Transportation shall:
  (1) Make every effort to enter into any combination of
contracts, agreements and other arrangements with any unit of
government, as defined in ORS 383.003, necessary to implement
tolling on the Interstate 5 and Interstate 205 bridges that cross
the Columbia River; and
  (2) No later than January 1, 2011, in collaboration with any
unit of government as defined in ORS 383.003, develop a rate
structure for tolling that allows for congestion indexing and
submit the rate structure to the Oregon Transportation Commission
for approval pursuant to ORS 383.004. + }
