  Directs Governor's recommended budget to include calculation of
essential budget level for Department of Community Colleges and
Workforce Development based on recommendations approved by
Community College Forecast Committee created by Executive Order
07-12.
  Declares emergency, effective on passage.
 
                        A BILL FOR AN ACT
Relating to Department of Community Colleges and Workforce
  Development; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + For purposes of preparing the budget report
under ORS 291.216, in calculating the costs for the Department of
Community Colleges and Workforce Development of continuing the
programs approved by the Legislative Assembly for the current
biennium into the biennium for which the budget report is
prepared, the Governor shall use the methodologies recommended by
the Community College Forecast Committee Technical Workgroup and
approved by the Community College Forecast Committee established
by the Governor in Executive Order number 07-12. + }
  SECTION 2.  { + This 2009 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2009 Act takes effect on its
passage. + }
