revenues, including Miscellaneous Receipts, but excluding lottery
funds and federal funds, collected or received by State Forestry
Department for purchase of guard building in Brookings,
Oregon. - }
{ + Directs Department of Human Services, Oregon Department
of Administrative Services, Department of Consumer and Business
Services and Office of Private Health Partnerships to pay
biennial costs of administration and enforcement of duties,
functions and powers transferred from departments and office to
Oregon Health Authority. + }
Declares emergency, effective July 1, 2009.
A BILL FOR AN ACT
Relating to state financial administration; and declaring an
emergency.
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + For the biennium beginning July 1, 2009, the
Department of Human Services shall pay the costs of
administration and enforcement of duties, functions and powers
transferred from the department to the Oregon Health Authority or
established in the Oregon Health Authority by section 19 (1),
chapter ___, Oregon Laws 2009 (Enrolled House Bill 2009),
amendments to statutes by chapter ___, Oregon Laws 2009 (Enrolled
House Bill 2009), sections 1 to 16 and 1163 to 1179 and 1181 to
1189, chapter ___, Oregon Laws 2009 (Enrolled House Bill 2009),
and other laws, out of moneys appropriated or made available to
the department for the duties, functions and powers transferred
or established and subject to Acts authorizing or limiting
expenditures by the department for the duties, functions and
powers transferred or established. + }
SECTION 2. { + For the biennium beginning July 1, 2009, the
Oregon Department of Administrative Services shall pay the costs
of administration and enforcement of duties, functions and powers
transferred from the department to the Oregon Health Authority by
section 19 (2), chapter ___, Oregon Laws 2009 (Enrolled House
Bill 2009), amendments to statutes by chapter ___, Oregon Laws
2009 (Enrolled House Bill 2009), and other laws, out of moneys
appropriated or made available to the department for the duties,
functions and powers transferred and subject to Acts authorizing
or limiting expenditures by the department for the duties,
functions and powers transferred. + }
SECTION 3. { + For the biennium beginning July 1, 2009, the
Department of Consumer and Business Services shall pay the costs
of administration and enforcement of duties, functions and powers
transferred from the department to the Oregon Health Authority or
established in the Oregon Health Authority by section 19 (3),
chapter ___, Oregon Laws 2009 (Enrolled House Bill 2009),
amendments to statutes by chapter ___, Oregon Laws 2009 (Enrolled
House Bill 2009), section 17, chapter ___, Oregon Laws 2009
(Enrolled House Bill 2009), and other laws, out of moneys
appropriated or made available to the department for the duties,
functions and powers transferred or established and subject to
Acts authorizing or limiting expenditures by the department for
the duties, functions and powers transferred or established. + }
SECTION 4. { + For the biennium beginning July 1, 2009, the
Office of Private Health Partnerships shall pay the costs of
administration and enforcement of duties, functions and powers
transferred from the office to the Oregon Health Authority by
section 19 (4), chapter ___, Oregon Laws 2009 (Enrolled House
Bill 2009), amendments to statutes by chapter ___, Oregon Laws
2009 (Enrolled House Bill 2009), and other laws, out of moneys
appropriated or made available to the office for the duties,
functions and powers transferred and subject to Acts authorizing
or limiting expenditures by the office for the duties, functions
and powers transferred. + }
SECTION 5. { + This 2009 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2009 Act takes effect July 1,
2009. + }
