                             SUMMARY
 
The following summary is not prepared by the sponsors of the

brief statement of the essential features of the measure as
introduced.
 
  Establishes amount, in addition to amount previously
authorized, for issuance of certificates of participation for
2009-2011 biennium.
  Limits biennial expenditures from fees, moneys or other
revenues, including Miscellaneous Receipts, but excluding lottery
funds and federal funds, collected or received by State Forestry
Department for purchase of guard building in Brookings, Oregon.
  Declares emergency, effective July 1, 2009.
 
                        A BILL FOR AN ACT
Relating to state financial administration; limiting
  expenditures; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + In addition to and not in lieu of amounts
previously authorized, as provided by ORS 286A.035, for issuance
of certificates of participation during the 2009-2011 biennium,
the following amount is authorized: + }

  SECTION 2.  { + Notwithstanding any other law limiting
expenditures, the amount of $600,000 is established for the
biennium beginning July 1, 2009, as the maximum limit for payment
of expenses from fees, moneys or other revenues, including
Miscellaneous Receipts, but excluding lottery funds and federal
funds, collected or received by the State Forestry Department for
the purchase of a guard building in Brookings, Oregon, from the
Coos Forest Protective Association. + }
  SECTION 3.  { + This 2009 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2009 Act takes effect July 1,
2009. + }
