                             SUMMARY

brief statement of the essential features of the measure as
introduced.
 
  Requires Department of Corrections to study and make
recommendations to Legislative Assembly about recovery of
training costs for certain employees who voluntarily leave
employment with department.
 
                        A BILL FOR AN ACT
Relating to the training costs of employees of the Department of
  Corrections.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) The Department of Corrections shall conduct
a study to determine:
  (a) The direct and indirect costs to the department of training
prison security staff;
  (b) The length of time a member of the prison security staff
must be employed by the department to offset the training costs
for the staff member; and
  (c) The cost to the department to implement a procedure for
recovering the training costs for a prison security staff member
who voluntarily leaves employment with the department.
  (2) After completion of the study required by subsection (1) of
this section, the department shall develop recommendations for a
provision that shall be included in all employment agreements and
collective bargaining agreements for recovering the training
costs for a prison security staff member who voluntarily leaves
employment with the department that includes, but is not limited
to:
  (a) A formula for the determination of the amount of the
training costs that may be recovered that is prorated by the
length of time the prison security staff member was employed by
the department prior to voluntarily leaving employment;
  (b) The length of time a prison security staff member must be
employed by the department to be exempt from the recovery of
training costs; and
  (c) The manner by which training costs may be recovered from
the staff member. + }
  SECTION 2.  { + The Department of Corrections shall report the
results of the study and the recommendations of the department to
the Seventy-sixth Legislative Assembly in the manner provide for
in ORS 192.245 by January 31, 2011. + }
