SUMMARY

brief statement of the essential features of the measure as
introduced.
In memoriam: Hank Collins, 1951-2008.
CONCURRENT RESOLUTION
Whereas Hank Collins was born on November 12, 1951, in
northeastern Tennessee and passed away in Portland on February
12, 2008; and
Whereas Hank Collins, after graduating from the University of
Tennessee in Knoxville with a bachelor of science degree, earned
a master's degree in public health and began a career in health
administration; and
Whereas Hank Collins, before coming to Jackson County in
Oregon, was the Health Director in Anson and Richmond counties in
North Carolina; and
Whereas Hank Collins began his employment with Jackson County
in June of 1987 as the Health Director and was appointed the
Jackson County Health and Human Services Director in November
1989; and
Whereas Hank Collins led the movement toward integrating the
social service system in Jackson County; and
Whereas under Hank Collins' leadership the integration of
county social services has become a national model of effective
collaboration; and
Whereas Hank Collins facilitated the first county wood
stove/open burning mandatory curtailment ordinance, resulting in
Jackson County going from one of the worst air quality
environments to consistent compliance with the Clean Air Act; and
Whereas Hank Collins launched groundbreaking and effective
needle exchange programs, a methadone clinic for addicts, family
planning services and programs for persistent and severe mental
illness; and
Whereas Hank Collins always sought to provide the best
treatment and case management services possible even in the face
of political criticism; and
Whereas Hank Collins worked tirelessly to keep the department's
programs going despite changes in staffing in the offices of the
board of county commissioners and the county's shrinking budget;
and
Whereas Hank Collins served on the founding board of directors
for Kids Unlimited, Medford's popular youth program; and
Whereas Hank Collins was the driving force behind the Jefferson
Regional Health Alliance, the family drug court and the
Methamphetamine Task Force, which serve as models for this state;
and
Whereas Hank Collins was not afraid to support new ideas,
consistently questioned the status quo and always wanted to know
how he could make things better; and
Whereas Hank Collins will be remembered for his keen intellect
and a dogged determination to make this community a better place;
and
Whereas Hank Collins was married for 26 years to his beloved
wife, Cydne, and was a brother to two sisters and the only son of
his parents; now, therefore,
Be It Resolved by the Legislative Assembly of the State of
Oregon:
That we, the members of the Seventy-fifth Legislative Assembly,
extend our deepest sympathy to Hank Collins' wife, Cydne, and to
Hank Collins' family and friends; and be it further
Resolved, That copies of this resolution be presented to the
wife of Hank Collins and to the family of Hank Collins as an
expression of our condolences.
