  In memoriam: Marc 'Ted' Winters, 1924-2008.
 
                      CONCURRENT RESOLUTION
  Whereas Marc 'Ted' Winters worked for the State of Oregon for
15 years, including seven years as staff to Governors Tom McCall
and Bob Straub; and
  Whereas during the McCall administration Ted served as the
director of the State Economic Opportunity Office, where he
helped to establish the Housing Division, which later became the
Housing and Community Services Department; and
  Whereas Ted assisted with the creation of Oregon's Department
of Human Resources and served as Governor's liaison to the Model
Cities Program and Portland Multi-Service Center; and
  Whereas Ted in his role as State Ombudsman for Governors McCall
and Straub established ombudsman programs for Nursing Homes and
Corrections; and
  Whereas Governor McCall said in 1972, 'No individual has given
stronger proof of reformation than Marc Winters'; and
  Whereas Ted as a private citizen founded MAJAC Institute and
New Life Christian Network, Inc., a post-prison ministry for
which he served as executive director; and
  Whereas Ted most recently served as a Legislative Assistant to
his beloved wife Senator Jackie Winters; and
  Whereas Ted, along with Jackie, fed 'Jackie's Ribs' to
thousands of Oregonians, Californians and Nevadans in their
restaurants and cook-offs; and
  Whereas Ted's favorite pastimes were camping, fishing, family
barbecues and visiting the island of St. Maarten; and
  Whereas Ted was a published author whose works included short
stories as well as autobiographical books,  { - Never Kill
Lions - } and  { -  Lifer - }; and
  Whereas Ted's books related his remarkable life story of
transformation and redemption from a life of crime to the
Governor's aide; and
  Whereas Ted's life story made a positive difference in the
lives of thousands nationally and internationally; now,
therefore,
Be It Resolved by the Legislative Assembly of the State of
  Oregon:
  That we, the members of the Seventy-fifth Legislative Assembly,
express our gratitude for Marc 'Ted' Winters and on behalf of
Oregonians across the state, we thank and remember the profound
substance of his work and the direct impact his service made in
the lives of others and note that in loving memory of Ted Winters
a tree has been planted on the State Capitol grounds by the State
Parks and Recreation Department; and be it further
  Resolved, That a copy of this resolution be presented to
Senator Jackie Winters and her family.
