SUMMARY

Offers support and encouragement to Woodburn Chief of Police
Scott Douglas Russell.
CONCURRENT RESOLUTION
Whereas Scott Douglas Russell, Woodburn's Chief of Police, was
critically injured on December 12, 2008, in a bomb explosion that
took the lives of two other police officers, Captain Tom Tennant
and Senior Trooper Bill Hakim; and
Whereas Scott Douglas Russell, who was hired as a police
officer with the City of Woodburn in August 1988, had Tom Tennant
as his Field Training Officer, allowing the two to build a
friendship that would extend twenty years; and
Whereas Scott Douglas Russell, as a young patrol officer,
encountered the gang violence of the 1990's as Woodburn had the
first and second Hispanic gang-related homicides recorded in
Oregon; and
Whereas Scott Douglas Russell was fortunate to have had many
important assignments, including DUII Enforcement Officer, DARE
Officer, Community Policing Officer, Detective and Marion County
Homicide Team member; and
Whereas Scott Douglas Russell was promoted in 1995 to Sergeant
and honed his leadership skills under the guidance of other fine
sergeants like Tom Tennant; and
Whereas Scott Douglas Russell was appointed in 1999 to fill the
new position of Deputy Chief and, as Deputy Chief, managed all
departments, divisions and functions in the Woodburn Police
Department, a challenging task; and
Whereas Scott Douglas Russell in May 2002, at the age of 39,
was promoted to the rank of Chief of Police, which became the
highest honor of his life; and
Whereas Scott Douglas Russell has served in many local service,
sports and religious organizations, including the Woodburn Rotary
Club, the Woodburn Barracudas Swim Team, the elder board of the
North Marion Fellowship Church and the Crisis Chaplaincy Services
Board of Directors; and
Whereas Scott Douglas Russell is a member of the International
Association of Chiefs of Police, board member of the Oregon
Association Chiefs of Police, chairman of the Board of Directors
for the Regional Automated Information Network (Oregon Coplink)
and a member of the FBI National Academy Associates; and
Whereas Scott Douglas Russell believes that the role of law
enforcement will continue to change and that police today must
strive to anticipate the future or risk being overwhelmed by
technology, demographic changes and other future trends; and
Whereas Scott Douglas Russell, as Woodburn's Chief of Police,
has worked diligently to bring the department into the
twenty-first century, and his service on a long list of public
safety boards and committees continues to enhance and benefit the
Woodburn community as well as the coordinated efforts of first
responders locally and throughout the state; and
Whereas Scott Douglas Russell, while on a vacation to the
Bahamas in 2002, developed a passion for scuba diving that drove
him to become first a certified open water diver, and eventually
a certified advanced open water diver and a certified rescue
diver; and
Whereas Scott Douglas Russell has a loving wife, Cami, and two
daughters, Kathryn and Mary, who have been at his side, holding
his hand, assuring him that everything will be all right; and
Whereas Scott Douglas Russell is striving to return to his
position as Woodburn's Chief of Police; and
Whereas although Scott Douglas Russell faces a long and
challenging recovery, he is bolstered by the support of his
family and his law enforcement family, who stand watch over him
as he sleeps and fill his hospital room with cards, visitors,
laughter and great joy; now, therefore,
Be It Resolved by the Legislative Assembly of the State of
Oregon:
That we, the members of the Seventy-fifth Legislative Assembly,
on behalf of all Oregonians, offer Scott Douglas Russell our
support and encouragement and our wishes for a full recovery; and
be it further
Resolved, That a copy of this resolution shall be presented to
his family as an expression of our support and encouragement.
