brief statement of the essential features of the measure as
introduced.
In memoriam: Sam Rupert Haley, 1919-2009.
CONCURRENT RESOLUTION
Whereas Sam R. Haley was born on July 13, 1919, and passed away
on April 22, 2009, at his home in Salem, Oregon; and
Whereas Sam R. Haley attended Washington University School of
Law in St. Louis, Missouri, where he graduated with a law degree;
and
Whereas Sam R. Haley enlisted in the United States Army in 1942
and then attended Officer Candidate School, after which he was
commissioned as a second lieutenant in the United States Army
Corps of Engineers; and
Whereas Sam R. Haley fought in the second wave at Omaha Beach
in Normandy during World War II; and
Whereas Sam R. Haley, after his honorable discharge from the
United States Army, established a law practice in his hometown of
Jefferson City, Missouri, from which he was recruited to come to
Oregon to assist in the revision of the Oregon statutes; and
Whereas Sam R. Haley was appointed Deputy Reviser of Statutes
in 1949 when the Legislative Assembly authorized the Governor to
appoint the Statute Revision Council; and
Whereas Sam R. Haley became Reviser of Statutes in 1951 and in
1953 certified the first edition of the Oregon Revised Statutes;
and
Whereas Sam R. Haley was appointed as the first Legislative
Counsel when the Legislative Counsel Committee was established in
1954; and
Whereas Sam R. Haley, during his 15 years of leadership as
Legislative Counsel, studied the possibility in 1965 of
developing a legislative information system to use computers for
legislative work; and
Whereas Sam R. Haley, in 1965, installed a computer in the
Office of Legislative Counsel to test the advantages of using
computers for legislative drafting, printing and information
retrieval; and
Whereas Sam R. Haley furthered his successful career in public
service when he was appointed by Governor Tom McCall to serve as
Public Utility Commissioner; and
Whereas Sam R. Haley then served as Assistant Director of the
Oregon Department of Transportation, Director of Commerce and
Director of the Employment Division; and
Whereas Sam R. Haley retired from public service in 1983; and
Whereas Sam R. Haley, who had three great loves?his family, his
friends and golf?was married to his wife Jean for 52 years until
her death in 1994; and
Whereas Sam R. Haley was one of Salem's original kayakers,
making news when he and a friend portaged the Columbia River;
now, therefore,
Be It Resolved by the Legislative Assembly of the State of
Oregon:
That we, the members of the Seventy-fifth Legislative Assembly,
honor and express our appreciation for Sam R. Haley's legacy of
outstanding service to this state, for his numerous achievements
as Legislative Counsel and for his contributions to Oregon
through his legal abilities and his commitment; and be it further
Resolved, That a copy of this resolution be presented to the
family of Sam R. Haley.
