  Urges Congress to expand definition of 'local education agency'
to include federally recognized tribes.
 
                         JOINT MEMORIAL
To the President of the United States and the Senate and the
  House of Representatives of the United States of America, in
  Congress assembled:
  We, your memorialists, the Seventy-fifth Legislative Assembly
of the State of Oregon, in legislative session assembled,
respectfully represent as follows:
  Whereas the National Indian Education Association urges
Congress to expand federal and state definitions of 'local
education agency' to include federally recognized tribes; and
  Whereas the National Indian Education Association was
established in 1969 for the purpose of advocating, planning and
promoting the unique and special education needs of American
Indian, Alaska Native and Native Hawaiian students; and
  Whereas the National Indian Education Association, as the
largest and oldest national Indian organization of American
Indian, Alaska Native and Native Hawaiian educators,
administrators, parents and students, provides a forum to discuss
and act on issues affecting the education of native peoples; and
  Whereas the federal government allows selected groups currently
defined as 'local education agencies' to compete for federal
education grants; and
  Whereas by expanding the definition of 'local education agency'
to include federally recognized tribes, federally recognized
tribes will be able to compete for the United States Department
of Education grants to provide services to American Indian,
Alaska Native and Native Hawaiian students; now, therefore,
Be It Resolved by the Legislative Assembly of the State of
  Oregon:
  (1) The Congress of the United States of America is
respectfully urged to pass legislation that adds federally
recognized tribes to the federal definition of 'local education
agency' to provide an opportunity for tribes to apply for grants.
  (2) A copy of this memorial shall be sent to the President of
the United States, to the Senate Majority Leader and the Speaker
of the House of Representatives and to each member of the Oregon
Congressional Delegation.
