                             SUMMARY
 
The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.
 
  Urges Congress, United States Secretary of Commerce and United
States Secretary of the Interior to support initiatives to
reintroduce hatchery summer run steelhead into Molalla River.
 
                         JOINT MEMORIAL
To the Senate and the House of Representatives of the United
  States of America, in Congress assembled, the United States
  Secretary of Commerce and the United States Secretary of the
  Interior:
  We, your memorialists, the Seventy-fifth Legislative Assembly
of the State of Oregon, in legislative session assembled,
respectfully represent as follows:
  Whereas the Molalla River is accessible to anglers from source
to mouth; and
  Whereas the Molalla River had hatchery fish introduced into its
drainage in the 1960s; and
  Whereas past management practices by the State Department of
Fish and Wildlife have caused irreparable damage to native fish
stocks in the Molalla River; and
  Whereas while there were hatchery fish in the Molalla River
drainage there was a vibrant fishery that supported local
businesses; and
  Whereas since discontinuing the planting of hatchery fish in
the Molalla River the local economy has suffered due to the loss
of anglers; and
  Whereas there has been no documented increase in the abundance
of native fish in the Molalla River since the discontinuation of
the planting of hatchery fish in the Molalla River drainage; now,
therefore,
Be It Resolved by the Legislative Assembly of the State of
  Oregon:
  (1) The Congress of the United States of America, the United
States Secretary of Commerce and the United States Secretary of
the Interior are respectfully urged to support initiatives to
reintroduce hatchery summer run steelhead into the Molalla River
in Oregon.
  (2) A copy of this memorial shall be sent to the United States
Secretary of Commerce, to the United States Secretary of the
Interior and to each member of the Oregon Congressional
Delegation.
