                      HOUSE MINORITY REPORT
                          AMENDMENTS TO
             A-ENGROSSED SENATE JOINT RESOLUTION 41

Speaker Hunt:
  A minority of your Committee on Rules, to whom was referred
A-engrossed Senate Joint Resolution 41, having had the same under
consideration, respectfully reports it back with the
recommendation that it be adopted with the following amendments:
 
  On page 2 of the printed A-engrossed joint resolution, after
line 2, insert:
  ' (4) During a regular session in an even-numbered year, the
Legislative Assembly may only do any of the following:
  ' (a) Adopt memorials and resolutions.
  ' (b) Take action described in section 11 of this Article.
  ' (c) Pass bills and adopt resolutions proposing constitutional
amendment or revision that:
  ' (A) Appropriate or allocate moneys or limit expenditures;
  ' (B) Regulate taxation or exemption; or
  ' (C) Receive at least a two-thirds vote in favor of passage in
each house.'.
