Chapter 6 Oregon Laws 2011

 

AN ACT

 

HB 5052

 

Relating to state financial administration; and declaring an emergency.

 

Be It Enacted by the People of the State of Oregon:

 

          SECTION 1. (1) Notwithstanding any other law allocating moneys from the Administrative Services Economic Development Fund, the allocation to the Oregon Business Development Department established by section 3 (4), chapter 905, Oregon Laws 2009, for the biennium beginning July 1, 2009, is decreased by $494,467.

          (2) Notwithstanding section 18, chapter 905, Oregon Laws 2009, the amount established by section 18 (2)(b)(A), chapter 905, Oregon Laws 2009, is decreased by $494,467.

 

          SECTION 2. Notwithstanding any other law allocating moneys from the Administrative Services Economic Development Fund, the allocation to the Department of Education established by section 4, chapter 905, Oregon Laws 2009, for the biennium beginning July 1, 2009, is increased by $18,610,922.

 

          SECTION 3. (1) Notwithstanding any other law allocating moneys from the Administrative Services Economic Development Fund, the allocation to the Department of Transportation established by section 5, chapter 905, Oregon Laws 2009, for the biennium beginning July 1, 2009, is decreased by $509,170.

          (2) Notwithstanding any other law allocating moneys from the Administrative Services Economic Development Fund, the allocation to the Department of Transportation established by section 5a, chapter 905, Oregon Laws 2009, for the biennium beginning July 1, 2009, is decreased by $5,005,778.

          (3) Notwithstanding section 18, chapter 905, Oregon Laws 2009, the amount established by section 18 (2)(b)(F), chapter 905, Oregon Laws 2009, is decreased by $5,514,948.

 

          SECTION 4. Notwithstanding any other law allocating moneys from the Administrative Services Economic Development Fund, the allocation to the Problem Gambling Treatment Fund established by section 6, chapter 905, Oregon Laws 2009, for the biennium beginning July 1, 2009, is increased by $132,300.

 

          SECTION 5. (1) Notwithstanding any other law allocating moneys from the Administrative Services Economic Development Fund, the allocation to the Department of Education established by section 7, chapter 905, Oregon Laws 2009, for the biennium beginning July 1, 2009, is decreased by $90,912.

          (2) Notwithstanding section 18, chapter 905, Oregon Laws 2009, the amount established by section 18 (2)(b)(B), chapter 905, Oregon Laws 2009, is decreased by $90,912.

 

          SECTION 6. (1) Notwithstanding any other law allocating moneys from the Administrative Services Economic Development Fund, the allocation to the Housing and Community Services Department established by section 9, chapter 905, Oregon Laws 2009, for the biennium beginning July 1, 2009, is decreased by $115,571.

          (2) Notwithstanding any other law allocating moneys from the Administrative Services Economic Development Fund, the allocation to the Housing and Community Services Department established by section 9a, chapter 905, Oregon Laws 2009, for the biennium beginning July 1, 2009, is decreased by $199,382.

          (3) Notwithstanding section 18, chapter 905, Oregon Laws 2009, the amount established by section 18 (2)(b)(C), chapter 905, Oregon Laws 2009, is decreased by $314,953.

 

          SECTION 7. (1) Notwithstanding any other law allocating moneys from the Administrative Services Economic Development Fund, the allocation to the Oregon University System established by section 13, chapter 905, Oregon Laws 2009, for the biennium beginning July 1, 2009, is decreased by $159,098.

          (2) Notwithstanding section 18, chapter 905, Oregon Laws 2009, the amount established by section 18 (2)(b)(E), chapter 905, Oregon Laws 2009, is decreased by $159,098.

 

          SECTION 8. (1) Notwithstanding any other law allocating moneys from the Administrative Services Economic Development Fund, the allocation to the Department of Community Colleges and Workforce Development established by section 13a, chapter 905, Oregon Laws 2009, for the biennium beginning July 1, 2009, is decreased by $297,505.

          (2) Notwithstanding any other law allocating moneys from the Administrative Services Economic Development Fund, the allocation to the Department of Community Colleges and Workforce Development established by section 13b, chapter 905, Oregon Laws 2009, for the biennium beginning July 1, 2009, is decreased by $299,555.

          (3) Notwithstanding section 18, chapter 905, Oregon Laws 2009, the amount established by section 18 (2)(b)(H), chapter 905, Oregon Laws 2009, is decreased by $597,060.

 

          SECTION 9. Notwithstanding any other law allocating moneys from the Administrative Services Economic Development Fund, the allocation to the Oregon Department of Administrative Services established by section 16, chapter 905, Oregon Laws 2009, for the biennium beginning July 1, 2009, is decreased by $983,393.

 

          SECTION 10. (1) Notwithstanding any other law allocating moneys from the Administrative Services Economic Development Fund, the allocation to the Water Resources Department established by section 17, chapter 905, Oregon Laws 2009, for the biennium beginning July 1, 2009, is decreased by $7,302.

          (2) Notwithstanding section 18, chapter 905, Oregon Laws 2009, the amount established by section 18 (2)(b)(G), chapter 905, Oregon Laws 2009, is decreased by $7,302.

 

          SECTION 11. (1) Notwithstanding any other law allocating moneys from the Administrative Services Economic Development Fund, the allocation to the State Forestry Department established by section 17a, chapter 905, Oregon Laws 2009, for the biennium beginning July 1, 2009, is decreased by $3,954.

          (2) Notwithstanding section 18, chapter 905, Oregon Laws 2009, the amount established by section 18 (2)(b)(J), chapter 905, Oregon Laws 2009, is decreased by $3,954.

 

          SECTION 12. (1) Notwithstanding any other law allocating moneys from the Administrative Services Economic Development Fund, the allocation to the State Department of Energy established by section 17b, chapter 905, Oregon Laws 2009, for the biennium beginning July 1, 2009, is decreased by $73,761.

          (2) Notwithstanding section 18, chapter 905, Oregon Laws 2009, the amount established by section 18 (2)(b)(I), chapter 905, Oregon Laws 2009, is decreased by $73,761.

 

          SECTION 13. (1) Notwithstanding any other law allocating moneys from the Administrative Services Economic Development Fund, the allocation to the Oregon Department of Administrative Services established by section 12, chapter 905, Oregon Laws 2009, for the biennium beginning July 1, 2009, is decreased by $39,070.

          (2) Notwithstanding any other law allocating moneys from the Administrative Services Economic Development Fund, the allocation to the Oregon Department of Administrative Services established by section 17c, chapter 905, Oregon Laws 2009, for the biennium beginning July 1, 2009, is decreased by $1,798,262.

          (3) Notwithstanding section 18, chapter 905, Oregon Laws 2009, the amount established by section 18 (2)(b)(D), chapter 905, Oregon Laws 2009, is decreased by $1,837,332.

 

          SECTION 14. There is allocated for the biennium beginning July 1, 2009, from the Administrative Services Economic Development Fund, to the Oregon Department of Administrative Services, the amount of $323,068 for the purposes of paying, when due, the principal and interest on outstanding certificates of participation for projects authorized under chapter 2, Oregon Laws 2009.

 

          SECTION 15. This 2011 Act being necessary for the immediate preservation of the public peace, health and safety, an emergency is declared to exist, and this 2011 Act takes effect on its passage.
