AN ACT
SB 338
Relating to
tuition waivers; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
SECTION 1. (1) The Task Force on
Tuition Waivers for Spouses and Dependents of Fallen and Disabled Soldiers at
Community Colleges in Oregon is established, consisting of the 17 community
college district presidents in this state. A community college district
president may designate an alternate member to represent the community college
district.
(2) In consultation with the
Department of Veterans’ Affairs, the task force shall address the issue of
tuition waivers for qualified students as defined in ORS 351.656 at community
college districts in this state by:
(a) Determining a common set of
policies for all community college districts in this state that is in alignment
with the tuition waiver provisions of ORS 351.656; and
(b) Comparing policies of community
college districts in this state with the tuition waiver policies for qualified
students as defined in ORS 351.656 adopted by the Oregon University System, and
aligning the community college district policies with those of the Oregon
University System.
(3) A majority of the voting members
of the task force constitutes a quorum for the transaction of business.
(4) Official action by the task force
requires the approval of a majority of the voting members of the task force.
(5) The task force shall elect one of
its members to serve as chairperson.
(6) The task force shall meet at times
and places specified by the call of the chairperson or of a majority of the
voting members of the task force.
(7) The task force may adopt rules
necessary for the operation of the task force.
(8) The task force shall submit a
report, and may include recommendations for legislation, to the Legislative
Assembly no later than the date of the convening of the regular session of the
2012 Legislative Assembly as specified in ORS 171.010.
(9) The Department of Community
Colleges and Workforce Development shall provide staff support to the task
force.
(10) Members of the task force are not
entitled to compensation.
(11) All agencies of state government,
as defined in ORS 174.111, are directed to assist the task force in the
performance of its duties and, to the extent permitted by laws relating to
confidentiality, to furnish such information and advice as the members of the
task force consider necessary to perform their duties.
SECTION 2. Section 1 of this 2011
Act is repealed on the date of the convening of the 2012 regular session of the
Legislative Assembly as specified in ORS 171.010.
SECTION 3. This 2011 Act being
necessary for the immediate preservation of the public peace, health and
safety, an emergency is declared to exist, and this 2011 Act takes effect on
its passage.
