AN ACT
HB 5041
Relating to
the financial administration of the Secretary of State; appropriating money;
limiting expenditures; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
SECTION 1. There are appropriated
to the Secretary of State, for the biennium beginning July 1, 2011, out of the
General Fund, the following amounts, of which the secretary may expend up to 54
percent during the period beginning July 1, 2011, and ending June 30, 2012, for
the following purposes:
(1) Executive
Office, Business
Services Division, Information
Systems Division and Human
Resources Division $ 1,924,291
(2) Elections
Division $ 6,532,247
(3) Archives
Division $ 3,510,766
SECTION 2. Notwithstanding any
other law limiting expenditures, the following amounts are established for the
biennium beginning July 1, 2011, as the maximum limit for payments of expenses
from fees, moneys or other revenues, including Miscellaneous Receipts, but
excluding lottery funds and federal funds, collected or received by the
Secretary of State, for the following purposes:
(1) Executive
Office, Business
Services Division, Information
Systems Division and Human
Resources Division $ 14,474,109
(2) Elections
Division $ 124,960
(3) Audits
Division $ 16,953,841
(4) Archives
Division $ 2,972,387
(5) Corporation
Division $ 7,190,157
SECTION 3. Notwithstanding any
other law limiting expenditures, the amount of $6,925,028 is established for
the biennium beginning July 1, 2011, as the maximum limit for payment of
expenses from federal funds collected or received by the Secretary of State.
SECTION 4. This 2011 Act being
necessary for the immediate preservation of the public peace, health and
safety, an emergency is declared to exist, and this 2011 Act takes effect July
1, 2011.
