AN ACT
SB 5520
Relating to
the financial administration of legislative branch agencies; appropriating
money; limiting expenditures; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
SECTION 1. There are appropriated
to the Legislative Administration Committee, for the biennium beginning July 1,
2011, out of the General Fund, the following amounts for payment of the
expenses of the Legislative Administration Committee, of which the committee may
expend up to 54 percent during the period beginning July 1, 2011, and ending
June 30, 2012, for the following purposes:
(1) General
program $ 21,924,669
(2) Debt
service $ 6,531,771
SECTION 2. Notwithstanding any
other law limiting expenditures, the amount of $4,108,685 is established for
the biennium beginning July 1, 2011, as the maximum limit for payment of
expenses from fees, moneys or other revenues, including Miscellaneous Receipts,
but excluding lottery funds and federal funds, collected or received by the
Legislative Administration Committee.
SECTION 3. For the biennium
beginning July 1, 2011, expenditures by the Legislative Administration
Committee from the Stores Revolving Account and the Property and Supplies
Stores Account established by ORS 173.790 are not limited.
SECTION 4. (1) There is
appropriated to the Legislative Assembly, for the biennium beginning July 1,
2011, out of the General Fund, the amount of $11,672,745 for payment of the
expenses of the following offices:
(a) The offices of the President of
the Senate and the Speaker of the House of Representatives;
(b) The majority and minority offices
of the Senate and of the House of Representatives; and
(c) The offices of the Secretary of
the Senate and the Chief Clerk of the House of Representatives.
(2) The offices may expend up to 54
percent of the amount appropriated under this section during the period
beginning July 1, 2011, and ending June 30, 2012.
SECTION 5. (1) There is
appropriated to the Legislative Assembly, for the biennium beginning July 1,
2011, out of the General Fund, the amount of $15,425,887 for payment of the
expenses of members of the Seventy-sixth Legislative Assembly of the State of
Oregon. The Legislative Assembly may expend up to 54 percent of the amount
appropriated under this subsection during the period beginning July 1, 2011,
and ending June 30, 2012.
(2) There is appropriated to the
Legislative Assembly, for the biennium beginning July 1, 2011, out of the
General Fund, the amount of $8,679,882 for payment of the expenses of members
of the Seventy-seventh Legislative Assembly of the State of Oregon.
SECTION 6. Notwithstanding ORS
293.190, any moneys remaining from the appropriations made by sections 4 and 5
(2), chapter 676, Oregon Laws 2009, on June 30, 2011, are transferred to the
Emergency Board on July 1, 2011, to be available for any purpose for which the
Emergency Board lawfully may allocate funds.
SECTION 7. Notwithstanding any
other law limiting expenditures, the amount of $268,970 is established for the
biennium beginning July 1, 2011, as the maximum limit for payment of expenses
from fees, moneys or other revenues, including Miscellaneous Receipts, but
excluding lottery funds and federal funds, collected or received by the
Legislative Assembly of the State of Oregon.
SECTION 8. For the biennium
beginning July 1, 2011, expenditures by the Legislative Assembly from the
Lounge Revolving Account established by ORS 171.117 for the costs of food
served in members’ lounges and reimbursed through receipts on the basis of
sales or by payroll deductions from members are not limited.
SECTION 9. There is appropriated
to the Legislative Counsel Committee, for the biennium beginning July 1, 2011,
out of the General Fund, the amount of $8,132,958. The committee may expend up
to 54 percent of the amount appropriated under this section during the period
beginning July 1, 2011, and ending June 30, 2012.
SECTION 10. Notwithstanding any
other law limiting expenditures, the amount of $1,586,425 is established for
the biennium beginning July 1, 2011, as the maximum limit for payment of
expenses from fees, moneys or other revenues, including Miscellaneous Receipts,
but excluding lottery funds and federal funds, collected or received by the
Legislative Counsel Committee.
SECTION 11. For the biennium
beginning July 1, 2011, expenditures by the Legislative Counsel Committee from
the ORS Revolving Account established by ORS 171.305 and from the Legislative
Publications Account established by ORS 171.245, for services and supplies
connected with printing and distributing legislative publications and the
Oregon Revised Statutes, are not limited.
SECTION 12. There is appropriated
to the Legislative Fiscal Officer, for the biennium beginning July 1, 2011, out
of the General Fund, the amount of $5,599,225. The Legislative Fiscal Officer
may expend up to 54 percent of the amount appropriated under this section
during the period beginning July 1, 2011, and ending June 30, 2012.
SECTION 13. There is appropriated
to the Legislative Revenue Officer, for the biennium beginning July 1, 2011,
out of the General Fund, the amount of $1,904,742. The Legislative Revenue
Officer may expend up to 54 percent of the amount appropriated under this
section during the period beginning July 1, 2011, and ending June 30, 2012.
SECTION 14. There is appropriated
to the Commission on Indian Services, for the biennium beginning July 1, 2011,
out of the General Fund, the amount of $395,471. The commission may expend up
to 54 percent of the amount appropriated under this section during the period
beginning July 1, 2011, and ending June 30, 2012.
SECTION 15. Notwithstanding any
other law limiting expenditures, the amount of $6,431 is established for the
biennium beginning July 1, 2011, as the maximum limit for payment of expenses
from fees, moneys or other revenues, including Miscellaneous Receipts, but
excluding lottery funds and federal funds, collected or received by the
Commission on Indian Services.
SECTION 16. This 2011 Act being necessary
for the immediate preservation of the public peace, health and safety, an
emergency is declared to exist, and this 2011 Act takes effect July 1, 2011.
