AN ACT
HB 5037
Relating to
the financial administration of the Oregon Military Department; appropriating
money; limiting expenditures; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
SECTION 1. There are appropriated
to the Oregon Military Department, for the biennium beginning July 1, 2011, out
of the General Fund, the following amounts, of which the department may expend
up to 54 percent during the period beginning July 1, 2011, and ending June 30,
2012, for the following purposes:
(1) Administration $ 3,822,542
(2) Operations $ 8,266,407
(3) Emergency
management $ 2,078,192
(4) Community
support $ 201,318
(5) Capital
debt service
and related costs $ 9,321,044
SECTION 2. Notwithstanding any
other law limiting expenditures, the following amounts are established for the
biennium beginning July 1, 2011, as the maximum limits for payment of expenses
from fees, moneys or other revenues, including Miscellaneous Receipts and reimbursements
from federal service agreements, but excluding lottery funds and federal funds
not described in this section, collected or received by the Oregon Military
Department, for the following purposes:
(1) Administration $ 2,019,658
(2) Operations $ 4,525,049
(3) Emergency
management $ 104,710,326
(4) Community
support $ 1,736,998
(5) Capital
debt service
and related costs $ 112,363
SECTION 3. Notwithstanding any
other law limiting expenditures, the following amounts are established for the
biennium beginning July 1, 2011, as the maximum limits for payment of expenses
from federal funds, other than those described in section 2 of this 2011 Act,
collected or received by the Oregon Military Department, for the following
purposes:
(1) Operations $ 96,413,351
(2) Emergency
management $ 167,179,917
(3) Community
support $ 7,313,114
(4) Capital
improvement $ 4,521,824
SECTION 4. For the biennium
beginning July 1, 2011, expenditures by the Oregon Military Department from
federal funds for debt service on Build America Bonds are not limited.
SECTION 5. This 2011 Act being
necessary for the immediate preservation of the public peace, health and
safety, an emergency is declared to exist, and this 2011 Act takes effect July
1, 2011.
