                             SUMMARY
 
The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.
 
  Appropriates moneys from General Fund to Oregon Department of
Administrative Services to be disbursed to Independent
Development Enterprise Alliance. Directs alliance to develop and
execute plan to support community-based programs that assist
underserved individuals in removing legal impediments to
employment.
  Declares emergency, effective July 1, 2011.
 
                        A BILL FOR AN ACT
Relating to legal impediments to employment; repealing section 2,
  chapter 873, Oregon Laws 2007; appropriating money; and
  declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1. { +  In addition to and not in lieu of any other
appropriation, there is appropriated to the Oregon Department of
Administrative Services, for the biennium beginning July 1, 2011,
out of the General Fund, the amount of $750,000, which may be
expended for the purposes of carrying out the provisions of
section 2 of this 2011 Act. + }
  SECTION 2.  { + (1) The Oregon Department of Administrative
Services shall disburse to the Independent Development Enterprise
Alliance moneys appropriated to the department for the purposes
described in subsection (2) of this section.
  (2) The Independent Development Enterprise Alliance shall
develop and execute a plan to support community-based programs
that assist underserved individuals in removing legal impediments
to employment by:
  (a) Obtaining or reinstating driver licenses;
  (b) Setting aside minor criminal convictions; or
  (c) Creating mechanisms to resolve past-due fines, fees and
child support obligations.
  (3) The plan may give preference to programs that:
  (a) Build constructive relationships between communities and
the criminal justice system;
  (b) Promote community service; and
  (c) Establish monitoring programs that measure results.
  (4) During a biennium for which the Independent Development
Enterprise Alliance receives moneys under subsection (1) of this
section, the Independent Development Enterprise Alliance shall
report on the plan and its implementation once every six months
to:
  (a) The judiciary committee in the House of Representatives or
other appropriate legislative committee dealing with criminal
justice issues, if the Legislative Assembly is convened in
regular session; or
  (b) The joint legislative interim committee on the judiciary or
other appropriate legislative interim committee dealing with
issues of criminal justice, if the Legislative Assembly is not in
regular session. + }
  SECTION 3.  { + Section 2, chapter 873, Oregon Laws 2007, is
repealed. + }
  SECTION 4.  { + This 2011 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2011 Act takes effect July 1,
2011. + }
