  Approves certain new or increased fees adopted by State
Department of Agriculture.
  Declares emergency, effective July 1, 2011.
 
                        A BILL FOR AN ACT
Relating to the financial administration of the State Department
  of Agriculture; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + For the purpose of carrying out the provisions
of ORS 291.055 (1)(e), the following new or increased fees,
adopted by the State Department of Agriculture and approved by
the Oregon Department of Administrative Services, are approved:
  (1) Fees for official field inspection of vegetable and
specialty seed crops for seed producers are as follows: + }

pests is $140. + }
  SECTION 2.  { + For the purpose of carrying out the provisions
of ORS 291.055 (1)(e), the fee adopted under ORS 607.300 for
determining the adequacy of a fence, in an amount equal to the
sum of the mileage to and from the site of the fence in question,
at the state mileage charge, plus $30 per hour for the time spent
traveling to and from the site of the fence in question and for
the time spent determining the adequacy of the fence in question,
adopted by the State Department of Agriculture and approved by
the Oregon Department of Administrative Services, is
approved. + }
  SECTION 3.  { + For the purpose of carrying out the provisions
of ORS 291.055 (1)(e), the following new or increased fees,
adopted by the State Department of Agriculture and approved by
the Oregon Department of Administrative Services, are approved:
  (1) Fees for permits to keep exotic animals in captivity are as
