SUMMARY

brief statement of the essential features of the measure.
In memoriam: Former state Representative and Senator Glenn
Otto.
JOINT MEMORIAL
Whereas Glenn Otto, one of Oregon's foremost statesmen and
visionaries, succumbed to a heart attack April 25, 1994, at the
age of 69; and
Whereas Glenn Otto, a native Oregonian and lifelong resident of
Multnomah County, served his city, county, region, state and
country with distinction by devoting 32 years to elected public
office and by serving in the United States Navy in World War II;
and
Whereas Glenn Otto's political career extended from his
appointment to the Troutdale City Council in 1965, to his
six-year term as Mayor of Troutdale, to his six terms in the
Oregon House of Representatives, and culminated in 1993 when he
completed his second four-year term in the Oregon Senate; and
Whereas Glenn Otto will long be remembered in legislative
circles for his understanding of local government, his advocacy
for regional government and his support of the building trades
and organized labor, he will also be remembered for his unfailing
sense of humor in holding his O.O.S.O.O.M. (out of sight, out of
mind) biennial committee tabling party; and
Whereas in addition to his many legislative accomplishments, he
served his community with dedication and integrity as member and
Chair of the Mount Hood Community College Board, as a board
member of the Franciscan Montessori Earth School, as a member of
the Mount Hood Medical Board and Rogers (later Paragon) Cable
Board, as a member of Local 48 of the International Brotherhood
of Electrical Workers, as a member of the Oregon Commission for
Women and the Bi-State Commission, and as a long-time member of
St. Henry's Catholic Church; and
Whereas, upon his untimely death, the Oregonian newspaper
described Glenn Otto as 'a statesmen, a regionalist and a
visionary' whose 'career was a model of how an effective lawmaker
can break out of the local view and work effectively for the
general good'; now, therefore,
Be It Resolved by the Legislative Assembly of the State of
Oregon:
That we, the members of the Sixty-eighth Legislative Assembly,
mourn the passing of our friend and colleague Glenn Otto, pause
to reflect on his dedication to the institutions and people of
the State of Oregon and extend our condolences to his family; and
be it further
Resolved, That copies of this memorial be presented to his
wife, Helen, and to his five children, Joann, Kenneth, Leonard,
Mary and Neal, as an expression of the esteem in which we hold
the memory of their husband and father.
