                             SUMMARY

The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure.

  Directs Department of Transportation to designate portion of
Highway 38 from   { - Scotts Mills - }   { + Scottsburg + } to
Reedsport as Jason Boe Corridor. { +  Renames the Capitol Wings
as the Jason Boe Memorial Capitol Wings. + }

                        JOINT RESOLUTION
  Whereas Jason Boe served the people of Reedsport, Douglas
County and the State of Oregon for more than 30 years in elective
office, being first elected to the Reedsport City Council in
1958, then to the Oregon House of Representatives in 1964, and
then to the State Senate in 1970, where he served until 1981 and
where he became the first person in Oregon history to be elected
to four consecutive terms as President of the Senate; and
  Whereas during the years Jason Boe served in the legislature he
frequently traveled Highway 38 from his home in Reedsport to the
Oregon State Capitol in Salem; and
  Whereas Jason Boe, while he loved the beauty and grandeur of
the landscape along Highway 38, became increasingly apprehensive
of the dangers presented by the narrow, curving, two-lane highway
with its heavy traffic in log trucks, woodchip trucks and
transport vehicles competing with farmers, fishermen and
merchants and its frequent vehicle accidents; and
  Whereas Jason Boe became the prime mover in the successful
effort to build passing lanes to alleviate the traffic problems
on Highway 38 without destroying the natural beauty of the
highway corridor; and
  Whereas Jason Boe believed strongly in a legislative branch of
government that is coequal in resources and infrastructure to the
executive and judicial branches of government; and
  Whereas Jason Boe was elected President of the National
Conference of State Legislatures and worked to strengthen and
improve the legislative process in all 50 states; and
  Whereas Jason Boe believed that solutions to the most important
public policy issues would come from state government; and


  Whereas Jason Boe felt that public access and participation in
the Oregon legislative process was hindered by a lack of space in
which to conduct public hearings; and
  Whereas Jason Boe understood that legislators needed office
space outside the legislative chambers to meet with constituents
and to conduct the business of the public; and
  Whereas Jason Boe exercised vision and took political risks in
moving the legislation that established the Capitol Wings
addition to the Oregon State Capitol; now, therefore,
Be It Resolved by the Legislative Assembly of the State of
  Oregon:
  (1) That the Department of Transportation is directed to:
  (a) Name that portion of Highway 38 that lies between the
community of Scottsburg and the City of Reedsport the 'Jason Boe
Corridor. '
  (b) Install highway signs to inform the public of the name of
the Jason Boe Corridor.
  (2) That the addition to the Oregon State Capitol commonly
known as the Capitol Wings that was built in 1975 and 1976 and
first occupied in 1977 shall be named the 'Jason Boe Memorial
Capitol Wings. '
