AN ACT
SB 5543
Relating to state financial
administration; appropriating money; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
SECTION 1. In addition to and not in lieu of any other
appropriation, there is appropriated to the Emergency Board, out of the General
Fund, for the biennium beginning July 1, 1999, the sum of $40,000,000 to be
allocated by the Emergency Board to state agencies for state employee
compensation changes.
SECTION 2. Before entering into any collective
bargaining agreement that would create a 1999-2001 estimated General Fund
expenditure obligation in excess of the bargaining unit's pro rata share of the
sum appropriated in section 1 of this 1999 Act, the Oregon Department of
Administrative Services shall report to the legislative review agency defined
in ORS 291.371 the planned budget revisions recommended to accommodate any
excess costs.
SECTION 3. Cost accommodation plans developed under
section 2 of this 1999 Act should avoid or minimize the effect of direct
service reductions to the public.
SECTION 4. This 1999 Act being necessary for the
immediate preservation of the public peace, health and safety, an emergency is
declared to exist, and this 1999 Act takes effect on its passage.
