AN ACT

 

SB 5501

 

Relating to the financial administration of the Commission for the Blind; appropriating money; limiting expenditures; and declaring an emergency.

 

Be It Enacted by the People of the State of Oregon:

 

      SECTION 1. There is appropriated to the Commission for the Blind, for the biennium beginning July 1, 1999, out of the General Fund, the amount of $1,395,570.

      SECTION 2. (1) In addition to and not in lieu of any other appropriation, there is appropriated to the Emergency Board, for the biennium beginning July 1, 1999, out of the General Fund, the sum of $8,849, which may be allocated by the Emergency Board to the Commission for the Blind for payment of direct expenses related to the Older Blind Program and the Vocational Rehabilitation Program.

      (2) If all moneys appropriated in subsection (1) of this section are not allocated by the Emergency Board before November 1, 2000, the unallocated moneys become available on November 1, 2000, for any other purpose for which the Emergency Board may lawfully allocate funds.

      SECTION 3. Notwithstanding any other law, the amount of $1,968,512 is established for the biennium beginning July 1, 1999, as the maximum limit for payment of expenses from fees, moneys or other revenues, including Miscellaneous Receipts, but excluding lottery funds and federal funds, collected or received by the Commission for the Blind.

      SECTION 4. Notwithstanding any other law, the amount of $8,104,764 is established for the biennium beginning July 1, 1999, as the maximum limit for the payment of expenses from federal funds collected or received by the Commission for the Blind.

      SECTION 5. Notwithstanding any other law, all sections of this 1999 Act are subject to Oregon Department of Administrative Services rules related to allotting, controlling, and encumbering funds.

      SECTION 6. This 1999 Act being necessary for the immediate preservation of the public peace, health and safety, an emergency is declared to exist, and this 1999 Act takes effect July 1, 1999.
