AN ACT
SB 5512
Relating to financial
administration of Employment Department; appropriating money; limiting
expenditures; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
SECTION 1. There is appropriated to the Employment
Department, for the biennium beginning July 1, 1999, out of the General Fund,
the amount of $3,911,395.
SECTION 2. (1) In addition to and not in lieu of any
other appropriation, there is appropriated to the Emergency Board, for the
biennium beginning July 1, 1999, out of the General Fund, the sum of $11,177,
which may be allocated by the Emergency Board to the Employment Department for
payment of direct expenses related to Attorney General services and for implementation
of child care statutes and rules.
(2) If all of the $11,177
appropriated in subsection (1) of this section are not allocated by the
Emergency Board before November 1, 2000, the unallocated moneys become
available on November 1, 2000, for any other purpose for which the Emergency
Board may lawfully allocate funds.
SECTION 3. Notwithstanding any other law, the
following amounts are established for the biennium beginning July 1, 1999, as
the maximum limits for the payment of expenses from fees, moneys or other
revenues, including Miscellaneous Receipts, but excluding lottery funds and
federal funds, collected or received by the Employment Department:
(1) Operating Budget $ 53,795,164
(2) Debt Service $ 1,985,790
SECTION 4. Notwithstanding any other law, $144,539,889 is established for the
biennium beginning July 1, 1999, as the maximum limit for the payment of
expenses from federal funds collected or received by the Employment Department.
SECTION 5. Notwithstanding any other law, expenditures for unemployment insurance
claims and the Federal Trade Act shall not be subject to limitation.
SECTION 6. Notwithstanding any other law, all sections of this 1999 Act are
subject to Oregon Department of Administrative Services rules related to
allotting, controlling, and encumbering funds.
SECTION 7. This 1999 Act being necessary for the immediate preservation of the
public peace, health and safety, an emergency is declared to exist, and this
1999 Act takes effect July 1, 1999.
