AN ACT
SB 5518
Relating to the financial
administration of the Division of State Lands; appropriating money; limiting
expenditures; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
SECTION 1. There is appropriated to the Division of
State Lands, for the biennium beginning July 1, 1999, out of the General Fund,
the amount of $36,756 for the Natural Heritage Advisory Council.
SECTION 2. Notwithstanding any other law, the
following amounts are established for the biennium beginning July 1, 1999, as
the maximum limits for the payment of expenses from fees, moneys or other
revenues, including Miscellaneous Receipts, but excluding lottery funds and
federal funds, collected or received by the Division of State Lands, for the
following purposes:
(1) Natural Heritage Advisory
Council..................................................... $ 1,278
(2) South Slough Estuarine
Sanctuary................................................. $ 889,512
(3) Common School Fund
programs.................................................. $ 10,322,809
(4) Capital improvement.............................. $ 366,009
(5) Oregon Wetlands Mitigation
Bank Revolving Fund
Account............. $ 200,000
SECTION 3. Notwithstanding any other law, the
following amounts are established for the biennium beginning July 1, 1999, as
the maximum limits for the payment of expenses from federal funds collected or
received by the Division of State Lands, for the following purposes:
(1) Natural Heritage Advisory
Council..................................................... $ 67,613
(2) South Slough Estuarine
Sanctuary................................................. $ 924,142
(3) Common School Fund
programs.................................................. $ 671,525
SECTION 4. Section 2 (3) of this 1999 Act does not
limit, affect or apply to expenditures for distribution of interest earnings on
the Common School Fund to counties for apportionment among the school districts
of the county, unclaimed property "finders fees" or State Treasurer
charges for investment related transactions.
SECTION 5. Notwithstanding any other law, all sections
of this 1999 Act are subject to Oregon Department of Administrative Services
rules related to allotting, controlling, and encumbering funds.
SECTION 6. This 1999 Act being necessary for the
immediate preservation of the public peace, health and safety, an emergency is
declared to exist, and this 1999 Act takes effect July 1, 1999.
