AN ACT

Relating to Electrical and Mechanical Board.

 

Be It Enacted by the People of the State of Oregon:

 

      SECTION 1. (1) There is created the Electrical and Mechanical Board Consolidation Task Force consisting of 17 members appointed by the Governor. The purpose of the task force is to study the advisability of consolidating the roles and responsibilities of the Board of Boiler Rules, the State Plumbing Board and the Electrical and Elevator Board into a single board. Members of the task force shall be appointed from among the following:

      (a) Four members shall be appointed from among persons currently serving on the Board of Boiler Rules established under ORS 480.535;

      (b) Four members shall be appointed from among persons currently serving on the State Plumbing Board established under ORS 693.115;

      (c) Four members shall be appointed from among persons currently serving on the Electrical and Elevator Board established under ORS 455.138;

      (d) Four members shall be appointed from among persons currently serving on the Building Codes Structures Board established under ORS 455.132; and

      (e) One member shall be appointed from among a list of persons designated by the Director of the Department of Consumer and Business Services.

      (2) At least two persons appointed from each professional board identified in subsection (1) of this section shall be employee representatives.

      (3) The task force shall study and make legislative recommendations in the following areas:

      (a) The elimination of the Board of Boiler Rules, the State Plumbing Board and the Electrical and Elevator Board;

      (b) The transfer of the roles and responsibilities relating to the regulation of mechanical, electrical and plumbing contractors from the Building Codes Structures Board to a consolidated Electrical and Mechanical Board;

      (c) The organizational and administrative structure for a consolidated Electrical and Mechanical Board, including but not limited to board composition and technical subcommittees; and

      (d) The advantages and disadvantages of consolidating the Board of Boiler Rules, State Plumbing Board and Electrical and Elevator Board.

      (4) The task force shall report its findings to the Seventy-first Legislative Assembly in the manner provided under ORS 192.245 not later than January 31, 2001.

      (5) The Director of the Department of Consumer and Business Services shall provide staff necessary to the performance of the function of the task force. Members of the task force are entitled to compensation and expenses under ORS 292.495. Claims for expenses incurred in performing functions of the task force shall be paid out of funds available for that purpose.

      (6) All agencies, departments and officers of this state are directed to assist the task force in the performance of its functions and to furnish such information and advice as the members of the task force consider necessary to perform their functions.

      (7) Official action by the task force established pursuant to this section shall require the approval of a majority of the quorum of the members. All legislation recommended by official action of the task force must indicate that it is introduced at the request of the task force. Such legislation shall be prepared in time for presession numbering and presession filing pursuant to ORS 171.130, for presentation to the regular session of the Seventy-first Legislative Assembly.
