AN ACT
SB 5515
Relating to the financial
administration of the Oregon State Fair and Exposition Center; appropriating
money; limiting expenditures; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
SECTION 1. There is appropriated to the Oregon State
Fair and Exposition Center, for the biennium beginning July 1, 1999, out of the
General Fund, the amount of $698,697.
SECTION 2. Notwithstanding any other law, the amount
of $11,130,689 is established for the biennium beginning July 1, 1999, as the
maximum limit for payment of expenses from fees, moneys or other revenues,
including Miscellaneous Receipts, but excluding lottery funds and federal
funds, collected or received by the Oregon State Fair and Exposition Center.
SECTION 3. Notwithstanding any other law, the amount
of $1,176,677 is established for the biennium beginning July 1, 1999, as the
maximum limit for payment of expenses from lottery moneys allocated from the
Administrative Services Economic Development Fund to the Oregon State Fair and
Exposition Center for debt service payments.
SECTION 4. Within the amount listed in section 2 of
this 1999 Act, an amount not to exceed $1,877 may be expended for Special
Entertainment and Promotion.
SECTION 5. Section 2 of this 1999 Act does not limit,
affect or apply to expenditures for debt service to retire revenue bonds and
certificates of participation.
SECTION 6. Notwithstanding any other law, all sections
of this 1999 Act are subject to Oregon Department of Administrative Services
rules related to allotting, controlling, and encumbering funds.
SECTION 7. This 1999 Act being necessary for the
immediate preservation of the public peace, health and safety, an emergency is
declared to exist, and this 1999 Act takes effect July 1, 1999.
