AN ACT

Relating to professional technical education programs; appropriating money; and declaring an emergency.

      Whereas the Frontier Learning Network is a collaboration among the North Central Education Service District, school districts, business and industry, county and local governments, parent and community resources, the Department of Education, the Economic Development Department and the Northern Oregon Corrections project; and

      Whereas the Frontier Learning Network will extend and coordinate regional collaboration by adding additional representatives from business and industry and will seek additional partners from interested sectors; and

      Whereas the Frontier Learning Network will provide students with opportunities to meet standards unique to targeted careers by integrating academic and professional technical education through curricula, mobile classrooms and distance learning; and

      Whereas the Frontier Learning Network provides mobile classrooms, Frontier Circuit Rider teachers, two-way interactive audio-video instruction and Internet-based teaching; now, therefore,

 

Be It Enacted by the People of the State of Oregon:

 

      SECTION 1. Each biennium, in addition to and not in lieu of any other moneys, the Department of Education shall award a grant to the Frontier Learning Network professional technical education program. The grant may be used for mobile classrooms, developing information and technical systems, creating and implementing curricula, capital improvements, teachers, technical staff, distance learning communications expenses and special project materials.

      SECTION 2. In addition to and not in lieu of any other appropriation, there is appropriated to the Department of Education, for the biennium beginning July 1, 1999, out of the General Fund, the sum of $900,000, which may be expended for a grant to the Frontier Learning Network pursuant to section 1 of this 1999 Act.

      SECTION 3. This 1999 Act being necessary for the immediate preservation of the public peace, health and safety, an emergency is declared to exist, and this 1999 Act takes effect July 1, 1999.
