Relating to
intergovernmental road maintenance entities.
Be It Enacted by the People of the State of Oregon:
SECTION 1. (1) There is created an interim task force
to study the advisability of:
(a) Increasing and improving
cooperation and the partnership between counties and the Department of
Transportation or a division of the department; and
(b) Creating an
intergovernmental road maintenance entity to maintain state highways and county
roads.
(2) The task force shall
consist of eight members appointed as follows:
(a) The President of the
Senate shall appoint two members, one from each major political party, from
among members of the Senate;
(b) The Speaker of the House
of Representatives shall appoint two members, one from each major political
party, from among members of the House of Representatives; and
(c) The Governor shall
appoint four members. When appointing members to the task force, the Governor
shall appoint individuals who represent the Association of Oregon Counties, the
Department of Transportation, the bargaining units of the Department of Transportation
that are represented by the Oregon Public Employees Union and the bargaining
units of county road departments that are represented by the Oregon Public
Employees Union.
(3) Members of the task
force serve at the pleasure of the appointing authority.
(4) The Department of
Transportation shall provide staff support for the task force.
(5) The interim task force
shall be appointed no later than November 1, 1999.
(6) The task force shall
meet as often as the members consider necessary. The task force shall review
documentation of the likely effects of the various available options relating
to the matters described in subsection (1) of this section on personnel and
labor issues, differences between organizational cultures, support services,
such as accounting, purchasing, payroll and contracting, and other policy
issues affecting the county and state road systems. The task force shall cause
further research to be conducted as the members consider necessary.
(7) Members of the
Legislative Assembly who serve on the interim task force may receive mileage
expense payments. Claims for expenses incurred in performing functions of the interim
task force shall be paid by the Department of Transportation.
(8) All agencies,
departments and officers of this state are directed to assist the interim task
force in the performance of its functions, and to furnish such information and
advice as the members of the interim task force consider necessary to perform their
functions.
(9) The interim task force
shall report its findings to the Seventy-first Legislative Assembly. The report
shall contain findings and conclusions regarding the matters described in
subsection (1) of this section, the option relating to such matters that is
recommended by the task force and specific proposals for legislation to
implement the recommendation of the task force.
