AN ACT

Relating to Oregon Health
Sciences University pediatric dental residency program; appropriating money;
and declaring an emergency.
Whereas the pediatric dental residency program was eliminated
in 1994 due to budget constraints; and
Whereas pediatric dentists are specialists who are trained to
deliver dental care in a hospital setting and can administer anesthesia and
treat the very young and behaviorally challenged; and
Whereas many pediatric dental patients need multiple procedures
that will be less traumatic if performed while the patient is under sedation;
and
Whereas there are only approximately 50 pediatric dentists
licensed in Oregon and living in the state; and
Whereas most of these licensed pediatric dentists are nearing
retirement and already have very busy practices; and
Whereas there are approximately 500,000 children nine years of
age and under who may need pediatric dental care; and
Whereas there is a demonstrated need for an increase in
pediatric dentists; now, therefore,
Be It Enacted by the People of the State of Oregon:
SECTION 1. There is appropriated to the Oregon
Department of Administrative Services for the Oregon Health Sciences University
public corporation, for the biennium beginning July 1, 1999, out of the General
Fund, the sum of $1 for the purpose of the pediatric dental residency program.
SECTION 2. Subject to the availability of funding, the
Oregon Health Sciences University shall establish the pediatric dental
residency program only to the extent that funds are appropriated to the Oregon
Department of Administrative Services for the Oregon Health Sciences University
public corporation to establish the program under section 1 of this 1999 Act.
SECTION 3. This 1999 Act being necessary for the
immediate preservation of the public peace, health and safety, an emergency is
declared to exist, and this 1999 Act takes effect July 1, 1999.
