Senate Joint Resolution 25 - Oregon Laws 1999

Be It Resolved by the Legislative Assembly of the State of Oregon:

 

      (1) It is the policy of the Department of Human Resources to partner with faith-based organizations to maximize resources for clients that the department and faith-based organizations jointly serve.

      (2) The department shall convene a task force to study ways to strengthen partnerships with faith-based organizations for the delivery of social services. The Director of Human Resources shall appoint members of the task force, who shall include but are not limited to:

      (a) Three members representing three religious organizations;

      (b) Three members representing three social service agencies, including a food bank and a community action program;

      (c) Three members representing government, including one representative of county government; and

      (d) Three members representing consumers of social services, including one representative from the Public Welfare Review Commission.

      (3) In selecting members, the director shall consult with religious organizations, social service agencies and local government. The director shall appoint the chairperson.

      (4) The task force shall reach out to consumers of social services as it develops findings and recommendations and shall report to the Emergency Board by July 1, 2000, on its findings and recommendations. The department shall consider the findings and recommendations of the task force and incorporate them into its budget planning for the 2001-2003 biennium.

      (5) Members of the task force are entitled to compensation and expenses under ORS 292.495. Claims for expenses incurred in performing functions of the task force shall be paid out of funds appropriated for that purpose.
