                             SUMMARY

The following summary is not prepared by the sponsors of the

brief statement of the essential features of the measure as
introduced.

  Provides eligibility to retired members of Legislative Assembly
for one year of state-paid group health and dental benefit plan
coverage for each full year of elective service in Legislative
Assembly.
  Takes effect January 1, 2000.

                        A BILL FOR AN ACT
Relating to benefit plan coverage for members of Legislative
  Assembly; creating new provisions; amending ORS 243.163; and
  prescribing an effective date.
Be It Enacted by the People of the State of Oregon:
  SECTION 1. ORS 243.163 is amended to read:
  243.163.  { + (1) + } A member of the Legislative Assembly who
is receiving a pension or annuity under ORS 238.092 (1)(a) shall
be eligible to participate as a retired state officer in one of
the group benefit plans described in ORS 243.135 after the member
ceases to be a member of the Legislative Assembly if the member
applies to the Public Employees' Benefit Board within 60 days
after the member ceases to be a member of the Legislative
Assembly.
   { +  (2) A retired member of the Legislative Assembly shall be
eligible for one year of group medical and dental benefit plan
coverage for each full year the retired member served in the
Legislative Assembly. Benefit plan coverage under this subsection
shall be paid for by the state. The Public Employees' Benefit
Board may make rules not inconsistent with this subsection to
determine the terms and conditions of eligible member
participation and coverage. + }
  SECTION 2.  { + The amendments to ORS 243.163 by section 1 of
this 1999 Act apply to elective service in the Legislative
Assembly given on or after the effective date of this 1999
Act. + }
  SECTION 3.  { + This 1999 Act takes effect on January 1,
2000. + }
