SUMMARY

Establishes Central Oregon Regional Advisory Board. Specifies
duties of advisory board. Requires State Board of Higher
Education to provide system oversight, governance and staff for
advisory board.
A BILL FOR AN ACT
Relating to Central Oregon Regional Advisory Board.
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + (1) There is established the Central Oregon
Regional Advisory Board. The purpose of the advisory board is to
broaden support for university services in central Oregon. The
advisory board shall consist of a maximum of 12 members. The
advisory board shall appoint members to the advisory board. The
term of office for each member shall be three years. At the
expiration of a term, a member may be reappointed to serve
another full or partial term.
(2) The Chancellor of the State Board of Higher Education may
make other appointments as necessary to assist the advisory
board. Persons interested in an appointment to the advisory
board may apply or be recommended in writing to the chancellor.
(3) In case of a vacancy in the office of any of the members,
the advisory board shall make an appointment for a period of time
equal to the time remaining in the unexpired term plus one
additional term.
(4) New members shall be invited to join the advisory board
prior to July 1 of each year. Advisory board members, staff and
faculty of institutions of higher education and other interested
individuals may submit names of individuals for membership
consideration.
(5) The advisory board shall elect one member to serve as
chairperson. The chairperson shall serve for a one-year term and
may be reelected at the end of a term. The advisory board may
elect a vice chairperson and such other officers as necessary for
the operation of the advisory board.
(6) Members of the advisory board who are not members of the
Legislative Assembly are entitled to compensation and expenses as
provided in ORS 292.495. + }
SECTION 2. { + Notwithstanding section 1 of this 1999 Act:
(1) The first appointments to the Central Oregon Regional
Advisory Board shall consist of:
(a) Two members, who are members of the State Board of Higher
Education, appointed by the Chancellor of the State Board of
Higher Education. These two members shall serve as ex officio,
nonvoting members of the advisory board;
(b) One member, who is a member of the Central Oregon Community
College district board, appointed by the chairperson of the
district board. This member shall serve as an ex officio,
nonvoting member of the advisory board; and
(c) Nine voting members appointed by the Chancellor of the
State Board of Higher Education. These members shall represent a
broad cross-section of individuals who are interested in higher
education services in central Oregon.
(2) Of the members first appointed to the Central Oregon
Regional Advisory Board:
(a) Four shall serve for terms ending one year after the
advisory board is first appointed.
(b) Four shall serve for terms ending two years after the
advisory board is first appointed.
(c) Four shall serve for terms ending three years after the
advisory board is first appointed.
(3) In case of a vacancy in the office of any of the
first-appointed members of the advisory board, the remaining
advisory board members shall appoint a new member to fill the
vacancy as specified in section 1 of this 1999 Act.
(4) The Chancellor of the State Board of Higher Education shall
select the first chairperson and vice chairperson from the
members of the advisory board. The first chairperson and vice
chairperson shall each serve for a one-year term. + }
SECTION 3. { + (1) The Central Oregon Regional Advisory Board
shall:
(a) Meet a minimum of four times each school year. The officers
of the advisory board shall meet between advisory board meetings
to conduct any necessary business and to prepare the agenda for
future advisory board meetings. Prior to each advisory board
meeting, the officers shall distribute the agenda for the meeting
to all advisory board members.
(b) Publish a one-year calendar of planned meetings on an
annual basis.
(c) Comply with the public meetings requirements in ORS 192.610
to 192.690.
(d) Appoint committees on an annual basis. The appointment of
committees shall be made in consultation with the Chancellor of
the State Board of Higher Education. The number and purpose of
the committees may vary. Membership on the committees is not
restricted to members of the Central Oregon Regional Advisory
Board.
(e) Continue the development of the University Center in
central Oregon.
(f) Advocate for higher education in central Oregon.
(g) Oversee the development and implementation of specific
action plans.
(h) Develop, review and approve requests for proposals.
(i) Report annually to the State Board of Higher Education and
make recommendations to the Chancellor of the State Board of
Higher Education on how best to meet the educational, economic,
social and cultural needs of the region and the state.
(2) Committees appointed under subsection (1)(d) of this
section shall meet between the regular meetings of the Central
Oregon Regional Advisory Board. + }
SECTION 4. { + The State Board of Higher Education shall:
(1) Provide staff to carry out the duties of the Central Oregon
Regional Advisory Board; and
(2) Provide system oversight and governance for the Central
Oregon Regional Advisory Board. + }
