introduced.
Modifies meeting requirements, reporting responsibilities and
duties of Pain and Symptom Management Task Force. Extends sunset
date to December 31, 2003.
A BILL FOR AN ACT
Relating to the Pain and Symptom Management Task Force; amending
sections 1 and 2, chapter 567, Oregon Laws 1997.
Be It Enacted by the People of the State of Oregon:
SECTION 1. Section 1, chapter 567, Oregon Laws 1997, is amended
to read:
{ + Sec. 1. + } (1) There is created the Pain and Symptom
Management Task Force consisting of at least 15 members appointed
by the State Health Officer. Members of the task force shall
include but not be limited to representatives of consumer groups,
physicians, nurses, home health care workers, social workers,
pharmacists, public health workers, health care actuaries, health
insurance providers and other professionals working in education,
law and medicine. The chairperson of the House interim human
resources committee and the chairperson of the Senate interim
human resources committee shall serve as ex officio members of
the task force.
(2) The task force shall study and make recommendations in the
following areas:
(a) The problems in obtaining relief from pain faced by
Oregonians with chronic illness, terminal illness or conditions
causing chronic pain;
(b) The nature of current pain and symptom management
practices;
(c) The resources and remedies available for pain and symptom
management;
(d) Any policy changes that should be made by state agencies
and groups that deal with pain and symptom management to
encourage more effective pain and symptom management and to
improve access to services; and
(e) Any statutory changes necessary to encourage more effective
pain and symptom management and to improve access to services.
(3) The task force shall meet { - at least once every two

(4) The Legislative Administrator shall provide clerical staff
necessary for the performance of the clerical functions of the
task force. The task force shall use the services of permanent
legislative staff to the greatest extent practicable. Contracts
for any needed professional staff shall be coordinated by the
Legislative Administrator.
(5) All agencies, departments and officers of this state are
directed to assist the task force in the performance of its
functions and to furnish such information and advice as the
members of the task force consider necessary to perform their
functions.
(6) The task force may accept contributions of funds and
assistance from the United States, from its agencies, or from any
other source, public or private, and may agree to conditions
thereon not inconsistent with the purposes of the task force. All
such funds are to aid in financing the functions of the task
force and shall be deposited in the General Fund of the State
Treasury to the credit of separate accounts for the task force
and shall be disbursed for the purpose for which contributed in
the same manner as funds appropriated for the task force.

those entities responsible for implementation of the
recommendations of the task force. + }

results of the study and its recommendations to the

Seventy-second Legislative Assemblies + } and to the Governor.
SECTION 2. Section 2, chapter 567, Oregon Laws 1997, is amended
to read:

567, Oregon Laws 1997, + } is repealed on December 31,
{ - 1999 - } { + 2003 + }.
