Biography
Vicki Berger is part of Oregon’s story. Vicki’s
father, Richard Chambers, was the author of Oregon’s landmark
Bottle Bill. In 1969, Richard Chambers sought to reduce the amount
of litter left on Oregon’s highways and beaches. He launched
a lobbying effort that lawmakers found impossible to ignore. When
the Bottle Bill, House Bill 1157, was first brought to the floor
of the House of Representatives, it was defeated. The bill was later
revived by then Governor Tom McCall. These events shaped Vicki’s
philosophy of citizen participation and elected representation that
puts good public policy ahead of partisan politics.
Vicki is a life long resident of Oregon’s House District
20. She has worked, owned and operated a business and raised a family
in Salem. Vicki attended Salem public schools as did her three grown
children. A large portion of Vicki’s community service has
revolved around supporting public education.
Vicki’s first role as an elected official came when she was
elected to the Salem/Keizer school board in 1998 where she served
for four years. In 1997, Vicki chaired the “Classrooms for
Kids” committee which successfully campaigned for the school
bond to build West Salem High School and other facilities in Salem.
She has also served on the Board of Directors for the Salem School
Foundation.
Vicki’s community service has branched out to other capacities
within the Salem/Monmouth and Independence area. Vicki recently
served on Salem’s Downtown Development Board. She has also
been a member of the Salem Area Chamber of Commerce, West Salem
Rotary and West Salem Business Association. As a long time supporter
and member of the YMCA, Vicki was the first woman to be named President
of the Board of the Marion/Polk Counties YMCA. In 2001, Vicki and
her husband Jerry, were honored as Salem First Citizens by the Salem
Chamber of Commerce.
In November 2002, Vicki was elected to represent House District
20 in Oregon’s House of Representatives. Since her election
to the House, Vicki has been an outspoken advocate for creating
economic incentives to promote and recruit businesses, improving
public education by stabilizing funding and an advocate for fiscally
responsible government.
