Under the Oregon Constitution, the task of appropriating money to state agencies is given to the Oregon Legislative Assembly, which must write a budget for a two-year cycle. This process is led by the Joint Committee on Ways and Means. For this most recent session, the Ways and Means Committee compiled a budget that covers the period from July 1, 2009 through June 30, 2011 – a time period referred to as the 2009-11 biennium.

The budget is based on revenue projections for the next two years provided quarterly by the Department of Administrative Services, Office of Economic Analysis. Historically, the Legislature bases its budget on the forecast released on May 15th during the regular legislative session. In the forecast released February 20th, General Fund and Lottery revenues available for the 2009-11 biennium were projected to total $14 billion.

Based on early estimates by the Legislative Fiscal Office, about $17.1 billion was needed to maintain state services at their current level through the 2009-11 biennium.

In anticipation of this $3.1 billion budget gap, the Co-Chairs of the Joint Committee on Ways and Means asked state agencies to provide the Legislative Fiscal Office with proposed budget cuts totaling 30% from their 2009-11 essential budget level.

In the next step in developing a budget for the 2009-11 biennium, the Co-Chairs of the Joint Committee on Ways and Means produced a budget outline with three scenarios. Each of these scenarios consisted of a different mix of reserve funds, new revenues, and program reductions. A more detailed proposed budget was developed after the next revenue forecast was released on May 15th.
