The Memorial honors all veterans in general and Medal of Honor recipients specifically. The Memorial creates a fitting legacy signaling to all who enter our Capitol that people of our state honor and respect those who served,”

The Memorial consists of seven granite pillars surrounding the U.S. flagpole on the east side of the Capitol, and seven more surrounding the Oregon flagpole to the west. Thirteen of the pillars each bear a bronze plaque with the image of one of the 13 Medal of Honor recipients attributed to the State of Oregon, and the complete text of their citation. The 14th pillar lists the names of Medal of Honor recipients who have an Oregon connection but who did not enter the military from the state.
