Legislative actions lead to improving economy and better outlook for Oregon

Greetings:

We made significant progress in the 2011 legislative session in areas like education, health care access and affordability, government efficiency, public safety, and protecting our kids, seniors and struggling families.  However, we still have a great deal left to accomplish in 2012 and beyond to keep moving Oregon forward.

Thank you so much for your continued guidance and feedback on budgets and policy bills during the past six months – it has made a huge difference in prioritizing my time and energy during this session.

Based on thoughtful suggestions from my constituents, I authored and introduced several proposed bills this session.  Here are just a few highlights that received passage this session:

HB 2721 – Protecting Oregon Kids from Negligence:
Removes the remaining religious exemption defense for serious crimes involving victims younger than 18; removes language giving faith-healing parents (like those at the Followers of Christ Church in Oregon City) lighter sentences and favorable consideration in child-endangerment cases.

HB 2852 – Strengthening Autonomy for Organ Donors:
Protects Oregon organ donors by allowing no person other than the donor to amend or revoke his or her anatomical gift.  It also removes all language from Oregon statute that allows any other person to amend or revoke decisions to donate organs.

HB 3055 – Finding More Savings in State Agency Budgets:
Creates a State Agency Innovation Fund to encourage state agencies to find even more savings within their own budgets and to use a portion of those savings to achieve greater efficiencies and more effective service delivery.

HB 3058 – Relieving Agricultural Co-Ops from Unfair Taxes:
Fixes a problem rooted in Oregon’s 2003 single sales factor law and the new structure of the corporate minimum tax, which unintentionally left agricultural cooperative organizations in a tough financial spot.
HB 3075 – Keeping Oregon Roads Safe and Cracking Down on Drunk Drivers:
Requires installation of an ignition interlock device upon a first DUII offense and as a condition of DUII diversion agreements.  As an accountability measure, this bill also requires that ignition interlock providers report certification of installation and any violation of diversion agreements. 

HB 3247 – Creating One Stop Shop for Small Businesses:
This bill creates a web portal that offers one centralized, streamlined place for small businesses to find information about registration, licensing, permitting, and taxes as well as access to capital, loans, and grants to help them hire and grow their business in Oregon. 

HB 3255 – Protecting Oregon Fish & Sport Fishermen at Willamette Falls:
Directs the Oregon Department of Fish & Wildlife to expand its aggressive non-lethal hazing of California Sea Lions at Willamette Falls to seven days each week during peak fishing season and provides the financial resources to do so for each season.

HB 3658 – Honoring Oregon’s Soldiers & Military Families:
Creates a first-ever medal honoring Oregonians who die as a result of their military service.  Establishes commission to name the medal and to design the ceremony to present the award to the families of deceased Oregon soldiers, sailors, airmen, and Marines.  Commission will be headed by Oregon’s Adjutant General.

House Resolution 1 – Honoring Gladstone on its 100th Birthday!
Recognizes the City of Gladstone’s centennial and strong dedication to tradition, heritage, infrastructure, children, and quality schools.
