Measure history
Measure history shows what happened to each measure on its way through the legislative
process. These files are created for the printed Status Report for Legislative
Measures.
First Readings
The recitation on the chamber floor of the measure number, title, and sponsor by the reading clerk upon introduction of a measure in either house.
Third Readings
- Senate Third Reading Notice - Measures listed are scheduled for consideration at the upcoming Senate Floor
Session (published prior to each floor session).
- Senate Third Reading Alert - The Senate Third Reading Notice and Third Reading Alert contain the same information.
- House Third Reading Notice - Measures listed are scheduled for consideration at the upcoming House Floor
Session (published prior to each floor session).
- House Third Reading Alert - Measure summary and committee vote information for the measures up for consideration
in the House.

- Fiscal and Revenue Impact Statements
Fiscal Impact Statement: A statement that estimates future costs resulting from the passage of a bill.
Revenue Impact Statement: An analysis of a bill done by the Legislative Revenue Office which identifies any potential state or local revenue changes that might result from the bill’s passage.
- Staff Measure Summaries
A staff measure summary (SMS) provides an informative, impartial summary of a legislative measure. Initially created to serve as a helpful tool for committee members, Senate and House rules require an SMS to be filed as part of the committee report on each measure. An SMS outlines the effects of a measure, the issues discussed at committee meetings and hearings, the effect of any amendments adopted by a committee and any relevant background information that may help provide a context for legislative deliberations.
